Start by losing weight through exercise and diet. And then when you’re at your desired weight, then look into the cosmetic surgery.

Yes. You can get the military to pay for them if you can convince them as to why you need them (i.e. self esteem issues). The waiting list is long though. You can pay for them yourself but you’ll have to take leave for the recovery time.
I think you are crazy. What if a woman like myself have big breasts? Than what? What is wrong with a woman’s breast size? She should get implants if she wants to not because of a man saying so. If you don’t like a woman for her not her body than that’s wrong and it makes you very shallow. This can’t be a serious question, can it?
